Elinore F. McCance-Katz, M.D., Assistant Secretary for Mental Health and Substance Use (OAS)
As the Assistant Secretary for Mental Health and Substance Use, Dr. McCance-Katz advises the HHS Secretary on improving behavioral healthcare in America and leads the
Substance Abuse and Mental Health Services Administration
(SAMHSA) in HHS.
Elinore McCance-Katz, M.D., Ph.D. is the first Assistant Secretary for Mental Health and Substance Use. She obtained her Ph.D. from Yale University with a specialty in Infectious
Disease Epidemiology and is a graduate of the University of Connecticut School of Medicine. She is board certified in General Psychiatry and in Addiction Psychiatry. She is a
Distinguished Fellow of the American Academy of Addiction Psychiatry with more than 25 years as a clinician, teacher, and clinical researcher. Most recently she served as the Chief
Medical Officer for the Rhode Island Department of Behavioral Healthcare, Developmental Disabilities and Hospitals and as the Chief Medical Officer for the Eleanor Slater Hospital
system which is Rhode Island’s state resource for patients with the most serious mental illnesses and medical illnesses requiring long term, inpatient care. She was also Professor of
Psychiatry and Human Behavior at Brown University.
Previously, she served as the first Chief Medical Officer for the Substance Abuse and Mental Health Services Administration (SAMHSA). Prior to coming to SAMHSA, she served at the University of California, San Francisco as a Professor of Psychiatry, as the Medical Director for the
California Department of Alcohol and Drug Programs, and as the Medical Director of SAMHSA’s Clinical Support Systems for Buprenorphine (PCSS-B) and Opioids (PCSS-O).
Dr. McCance-Katz has published extensively in the areas of clinical pharmacology, medications development for substance use disorders, drug-drug interactions, addiction

development and maintenance of the legislatively required 8 hours of physician training for prescribing buprenorphine products and has continued to be actively involved in the
development and delivery of physician training on office based treatment of opioid use disorders. She has been one of the architects of Rhode Island’s plan for addressing the opioid
epidemic including new approaches to treatment in the form of a statewide system of Centers of Excellence in the treatment of opioid use disorder, new approaches to training
in the utilization of DATA 2000 (Drug Abuse Treatment Act of 2000) to bring DATA waiver training to medical students, and going forward, nurse practitioner and physician assistant students, and legislative/regulatory work addressing safe use of opioids in acute pain.
Dr. McCance-Katz lives in Cranston, Rhode Island with her husband. She has three grown children and one grandchild.

Babu Mathew is the President on the Board of Directors at NAMI
Colorado. He grew up in India. Before moving to the U.S.A. in
1994, he had over 2 decades of experience in Sales &
Marketing in the Printing & Graphic Arts Industry in India. His
life would change forever back in 2010, when his daughter
was diagnosed of Anxiety & Depression. He had been
intimately involved in supporting her journey and her path to
wellness, ever since. During 2013-14, he had collaborated with
the support groups of Depression & Bipolar Support Alliance
(DBSA). Babu found “a home” in NAMI in 2015 and ever since,
has been a part of the local NAMI Family Support group. He
and his wife have taken the NAMI Family-to-Family training.
Babu is a certified Teacher for the NAMI Family-to-Family &
Family and Friends programs and has taken the Mental Health
First Aid training, as well. For 2 years from 2014, he led a
Refugee Mentoring Project from his Church in collaboration
with Lutheran Family Services & Denver Rescue Mission. He
has been a member of the Interfaith Network on Mental
Illness (INMI) from 2015 and is very passionate about
promoting mental health awareness and support to interfaith
and the South Asian communities. Babu lives in Morrison, CO
with his wife of 38 years. He loves to spend quality time with
his only daughter and son-in-law (who are trained “NAMI In

Compassionate Inquiry.

Despite multiple challenges and setbacks, Andre has gained a remarkable positive outlook on
life through perseverance, determination, and fortitude. Andre is a very resilient person who
never gave up and has found strength and courage to push through hard times his whole life.

Throughout his life and career, Andre was a high achiever in territory development for over 10
years and a business owner for 5 years and had to resume due to attending rehab treatment.
As such, he brings his personal experience and a wealth of addiction recovery knowledge to
the clients he serves. Andre has been a leader since childhood in many sports especially
hockey, playing Triple A and was even invited to the Quebec Junior Majors tryouts.

On his down time, Andre enjoys hockey, golf, baseball, meditation and the outdoors. Andre truly believes that with the right guidance, support and attitude, anything is possible. Hello, my name is Tom Karl and I founded R1 as a result of my professional experience and my own recovery journey. I am grateful to have survived the struggles and consequences from my addiction with the help and support from so many others along my path. A positive outcome following my last relapse was the inspiration to create the R1 Learning System and the Discovery Cards. I am now committed to three tenets:

Keep “Recovery First” – This is true for me and those we touch through R1. Without it, nothing else is possible. And with it – anything and everything is. We can reach our dreams and aspirations if we keep recovery #1. This has certainly been true for me.

Serve others – Helping others who also struggle with mental health, substance use disorder, other addictions, or life challenges, and their loved ones, supports our own recovery and personal growth.

Choose to live a healthy and purposeful life – Life is precious… and our time here is short. Happiness comes from serving others, doing good, and being grateful. I choose to be happy and hope to inspire others to live a healthy and purposeful life along my R1 journey.

Connecting with others and sharing our experience is foundational to general wellness, recovery, and personal development. We at R1 are driven to spark meaningful conversations through self-discovery that increase connection, expression, choice, action, and change for individuals and their families. The R1 Learning System was developed to encourage these things and help individuals build the skills for change.
